Team A has earned a first down.

13. RULING: Team A is behind in the score with time running out. Assume that time runs out during the down. (a) A 3/10 B40. Extend the period. The penalty will be accepted and the touchdown nullified. (b) A 2/25 A45. Extend the period. The penalty will be accepted and the touchdown nullified. (c) A 1/10 B15. Extend the period. The penalty for the illegal forward pass is enforced from the spot of the foul and carries a loss of down. Team A has gained a first down after the penalty. The touchdown is nullified. (d) Touchdown. A try B18. The 15-yard penalty may only be enforced on the try since time expired in the fourth quarter during the down.

14. RULING: A legal forward pass is thrown. Team B commits a roughing the passer foul. (a) A 1/10 B15. The 15-yard penalty is enforced from the previous spot and carries a first down. (b) Touchdown. The penalty is enforced on the try or on the succeeding kickoff. (c) A 1/10 B15. No score. The 15-yard penalty is enforced from the previous spot and carries a first down. There was a change of team possession during the down. (d) A 1/10 B15. The last run ended behind the neutral zone. The 15-yard penalty is enforced from the previous spot and carries a first down. The ball is spotted at the spot of the foul with a first down. (d) A 1/10 B17. DQ. The penalty for the defensive pass interference foul is enforced from the previous spot taking the ball to B's 2 with a first down. The 15-yard penalty for Team A's dead ball foul is then enforced from the succeeding spot and takes the ball back to B's 17, 1st and 10. DQ the receiver.

16. RULING: The wide receiver is running downfield near the sideline. (a) A 1/10 A40. Defensive pass interference. Spot foul. The receiver remains an eligible receiver. (b) A 1/10 A45. The receiver becomes eligible again after the pass is touched by Team B. (c) A 3/5 A30. Incomplete pass. The receiver did not land inbounds and his progress was not stopped in the field of play.

17. RULING: The offensive tackle holds during a legal forward pass. (a) A 3/8 A4 or A 2/10 A2. The penalty may be declined. The 10-yard penalty, if accepted, is enforced half the distance from the previous spot. (b) Safety. Holding is one of the fouls that results in a safety when the hold occurs behind Team A's goal line. (c) A 2/8 A4. Fouls offset - penalties cancel - replay down. Clock on snap. Each team fouled prior to a change of team possession. The down is replayed. (d) B 1/10 A15. Team B will decline offsetting fouls. Team A will then accept the 10-yard penalty for Team B's foul enforced from the spot of the foul.

18. RULING: The legal forward pass is tipped by Team B in the neutral zone. (a) A 3/2 50. All Team A players became eligible receivers when the pass was touched by Team B. (b) A 3/2 50. No foul. The pass did not cross the neutral zone since the pass was touched behind the neutral zone. (c) A 3/12 A40. Pass interference does not apply after the pass has been touched by a player or an official. Also, the pass did not cross the neutral zone. The hit could be a personal foul. (d) A 2/2 50. Team B commits a holding foul. The penalty does not carry a first down since the legal forward pass did not cross the neutral zone.

19. RULING: Team A receiver leaps from out of bounds, receives ball while airborne and lands inbounds. Asssume that the two steps is part of the attempt to return inbounds immediately. (a) Touchdown. The receiver was blocked out of bounds and did not delay his return to the field of play. (b) A 1/10 B45. Inadvertent whistle. Team A will take the result of the play. (c) A 4/5 A30. Team A commits an illegal touching foul. The penalty is loss of down only. (d) B 1/10 B30. The ball remains a live ball. Team B will decline the penalty for the illegal touching foul.

20. RULING: Team A attempts to spike the ball to conserve time. (a) *** A 3/10 B20 or A 4/5 B15. The clock starts on the snap. The clock was stopped for the incomplete legal forward pass. Team A commits an illegal shift foul. (b) A 3/10 B20. The clock starts on the ready. This appears to be a dead ball encroachment foul. The foul would occur with the ready for play. The referee may not be aware that the players are not on their side of the ball when he gives the ready for play signal. The Referee may have to reset the game clock if any time elapsed from the ready to when the passer spiked the ball.
