31. RULING: The 4th down snap is from A's 30. (a) A 1/10 A45. The fact that the ball hit the ground is not relevant. It was obvious that a kick would be made. (b) A 1/10 A45. The kicker did not attempt to run (A.R. 9-1-3-VI). (c) B 1/10 B20. The kicker made an attempt to run. It was not obvious that a kick would be made. (d) B 1/10 A25. No foul. The defensive player must be able to see that the kicker still plans to kick the ball, normal punting position, after the recovery. (A.R. 9-1-3-VI) (e) A 1/10 A40. The kick did not cross the neutral zone so may be advanced by any player. Team A gained a first down.

32. RULING: Scrimmage kick with previous spot A's 30. (a) A 1/10 B20. Team A may recover but may not advance. (b) A 1/10 B20. No foul. The Team A player was blocked by an opponent. (c) A 1/10 B20. No foul. A teammate made contact with the receiver. (d) B 1/10 B40. Interference with opportunity. The 15-yard penalty is enforced from the spot of the foul. The ruling would be the same if there was an inadvertent whistle during the kick after the foul.

33. RULING: The punter is dropping the ball for a punt and a defender knocks the ball loose. (a) Legal advance. A scrimmage kick that fails to cross the neutral zone continues in play. (b) * B 1/goal A3. Team B will accept the penalty for the illegally kicking the ball foul which carries a loss of down. Some may feel that this could be considered a drop kick. (c) B 1/goal A6. Assume that the spot of the fumble is in advance of A's 6. The ball becomes dead when a teammate recovers the fumble by the potential kicker.

34. RULING: The ball is on A's 6 (a,b,c) when the intended kicker either passes, kicks or bats the ball out of A's end zone. (a) Safety. No foul. The impetus is Team A's backward pass. (b) Safety. The impetus is the batting by Team A. The batting is legal. (c) * B 1/Goal A3 or Safety. Team A provided the impetus. Team B will most likely accept the penalty for the illegal kicking foul which carries a loss of down. (d) Safety. The safety stands whether or not the penalty is accepted or declined. (e) * B 1/Goal A4 or Safety. Team B could elect the safety for Team A's illegal batting foul in Team A's end zone.

35. RULING: [9-1-2-q] Team B attempts to block a field goal. This question does not give the result of the play. (a) Foul. It is now a foul to land on any player. Acceptance of the penalty results in a Team A first down. (b) Legal. There is no foul since the defensive player moved up only one step. (c) Foul. Blocking of a leaper does not absolve him of the leaping foul. Play #9 in 2004 NCAA Football Play Situations Bulletin #1 is no longer valid. (d) Legal. There is no foul since the defensive player did not land on anybody. (e) Foul. It is now a foul to land on any player. NOTE: The kick could be partially blocked but still successful. Taking the three points is the result of the penalty being declined. Acceptance of the penalty results in a Team A first down.

36. RULING: A try for two points is attempted from B's 3. (a) A retry B1-1/2 on or behind. The 5-yard penalty is enforced half the distance from the previous spot. (b) A f/k A35 - try ends. Distance penalties against either team after Team B possession are declined by rule. (c) A f/k A35 - try ends. No score. Distance penalties against either team after Team B possession are declined by rule. (d) A f/k A35 - try ends. No score. If there are offsetting fouls, whether one or both occur after Team B possession, the down is not replayed. (e) A f/k A35 - try ends. If there are offsetting fouls, whether one or both occur after Team B possession, the down is not replayed. (f) Try good. A f/k A50. Roughing the passer is one of the fouls that are enforced on the succeeding kickoff or the succeeding spot in extra periods. (g) Try good. A f/k A35. Defensive pass interference is not one of the fouls that are enforced on the succeeding kickoff or the succeeding spot in extra periods. (h) A retry B18. The try is replayed from the spot where the 15-yard penalty takes the ball since the foul does not carry a loss of down. (i) A f/k A35 - try ends - no score. Team B will accept the penalty for the illegal batting which carries a loss of down.

37. RULING: Team A lines up for a try. (a) A f/k A35. Unsuccessful try. The ball becomes dead when it hits the ground in B's end zone since a Team B player did not touch the kick after the ball crossed the neutral zone. (b) Safety (one point). A f/k A35. The impetus came from the fumble by the Team B player. (c) Touchdown. 2 points for Team B. Team B will decline the penalty for the illegal kicking the ball foul. The impetus for the ball being in B's end zone is the kicking of the loose ball. The status of the loose ball is a backward pass and not a kick.

38. RULING: The try is from B's 3 and from the middle of the field. (a) A try B1 on or behind - anywhere between hash marks. The 15-yard penalty is enforced half the distance from the end of the run, B's 2. Team A may put the ball in play on or behind B's 1 and anywhere between the hash marks. (b) A try B1-1/2 on or behind - anywhere between hash marks. The 5-yard penalty is enforced half the distance from the previous spot. Team A may put the ball in play on or behind B's 1-1/2 and anywhere between the hash marks. (c) A try B3 - replay - previous spot. The ball must be replayed from the previous spot, middle of the field, following offsetting fouls. (d) A try B3 on or behind - anywhere between hash marks. After the timeout, Team A may put the ball in play on or behind B's 3 and anywhere between the hash marks provided Team A has not fouled since the try started. (e) A try B1-1/2 on or behind - anywhere between hash marks. The 15-yard penalty is enforced half the distance from the previous spot. Team A may put the ball in play on or behind B's 1-1/2 and anywhere between the hash marks. (f) A try B18. The 15-yard penalty is enforced from the previous spot. The replay is from the middle of the field.

39. RULING: Team B intercepts and returns ball to A's 40 in first series of extra period. (a) B 1/10 A25. Series ends. Team A may not have a first and 10 if it again possesses the ball after a change of team possession. (b) Touchdown. The ball remains alive after a change of team possession until it is declared dead. (c) B 1/10 A25. Series ends. Penalty declined by rule. After a change of team possession in an extra period, distance penalties for live ball fouls are declined by rule except for flagrant personal fouls, the penalty which is enforced on the succeeding play. (d) B 1/10 A12-1/2. Series ends. Enforce on succeeding play. Penalties for dead ball fouls, including fouls that occur during a live ball that are penalized as dead ball fouls, are enforced on the succeeding play.

40. RULING: In the second series of an extra period, a field goal is being attempted from B's 10. (a) A 4/goal B15. The ball did not go out of bounds nor cross the neutral zone. (b) Touchdown. Team A may recover and advance since the ball did not cross the neutral zone. (c) A 1/goal B3. There was no change of team possession during the down. (d) A 1/goal B5. Postscrimmage kick enforcement does not apply in extra periods. (e) Safety. The impetus was provided by the Team B fumble.
