QUIZ ANSWERS: 2007 WEEK #2


1. RULING: A f/k A45. The foul occurred during a free kick play. The basic enforcement spot is the previous spot. There is no postscrimmage kick enforcement during a free kick play. The 15-yard penalty is enforced from the previous spot, A's 30. If Team A declined the penalty, it would be B 1/10 B15. Team A will decline the penalty most of the time.


2. RULING: A 2/3 A47. The 5-yard penalty for B96's dead ball offside foul is enforced from the previous spot. The two dead ball personal fouls by B96 and A67 offset and the penalties cancel. The personal foul by A67 occurred before the penalty for B96's foul was completed. The Rule 10-1-5 Exception is specific in that only dead ball personal fouls and unsportsmanlike fouls qualify for offsetting. The referee determines when a penalty has been completed. Players may be ejected based on the severity of the acts.


3. RULING: A 1/10 A35. The clock starts on the snap. The 5-yard penalty for B78's offside foul takes the ball to A's 45. The 5-yard penalty for B34's delay of game foul is enforced from the succeeding spot, A's 45, and results in a first down for Team A. The 15-yard penalty for A66's dead ball face mask personal foul is enforced from the succeeding spot, the 50. This last penalty is enforced before the line to gain is established. If Team A declined the offside penalty, it would be B 1/10 B35.


4. RULING: A 3/14 B34. The clock starts on the snap. The penalty is accepted. The clock was stopped for the incomplete legal forward pass. Rule 3-4-3 may not be invoked for live ball fouls other than an illegal forward or backward pass to conserve time. A dead ball foul to conserve time such as a false start by Team A prior to the snap would result in the Referee invoking 3-4-3 and starting the clock on the ready. Invoking Rule 3-4-3 requires the Referee's judgment and is based on score, time, down, weather conditions, time remaining, etc. (A.R. 7-3-2-VIII)


5. RULING: A 1/goal B9. The clock starts on the ready for play since Rule 3-4-3 will be invoked. A43 commits a foul when he throws the forward pass from beyond the neutral zone. The pass is complete. It seems reasonable to assume that Rule 8-2-1-b refers to an eligible receiver only because the penalty will be accepted by Team B if an ineligible receiver catches the pass. The penalty will be accepted and enforced from the spot of the foul. There can be no illegal touching foul since this is an illegal forward pass. The clock would start on the snap if time was not a factor. The period ends if time expires before Team A snaps the ball.


6. RULING: A 3/8 B48. Team A is SOL. Team B will accept the 5-yard penalty for the illegal shift. The period will be extended. The 15-yard penalty for B96's foul is then enforced from the succeeding spot, A's 37. Team A may not elect to have the penalty enforced to start the second half because the foul occurred before the end of the first half. If Team B declines the 5-yard penalty (Team B should not), then the 15-yard penalty would be enforced to start the second half since the foul is considered to have occurred after the end of the first half.


7. RULING: A 1/10 A4. The clock starts on the snap. Illegal touching by A6 in A's end zone is ignored. Yes, although it so states for scrimmage kicks and not for free kicks, it is reasonable to assume that this also applies to free kicks. A team cannot score a touchdown by accepting the ball at the spot of illegal touching.
