QUIZ ANSWERS: 2007 WEEK #3


1. RULING: Touchback. B 1/10 B20. A88 commits an illegal touching violation on B's 1 and also an illegal touching violation in Team B's end zone even though A88 may not have physically touched the ground in Team B's end zone. The ball remains a live ball until A88 lands in possession of the ball. The position of the ball governs, not the position of A88.


2. RULING: B 1/10 B49. The clock starts on the snap. If a foul occurs during a down in which there is an inadvertent whistle, the penalty shall be administered as in any other play situation. Team B could, but will not, elect to replay the down. The penalty is 15 yards from the spot of the foul for the contact foul.


3. RULING: B 1/10 B44. Team A commits an illegal formation foul. The 5-yard penalty will most likely be enforced from the spot where the subsequent dead ball belongs to Team B, B's 39. During a scrimmage kick formation, a player who initially is an exception to the 50-79 mandatory numbering remains an ineligible receiver during a down until a legal forward pass is touched by a Team B player. He must be positioned on the line of scrimmage and between the end players on the line of scrimmage at the snap. Team B could elect to enforce the penalty from the previous spot. 4. RULING: A 1/goal B2. The clock starts on the ready. The ball is returned to the spot of the fourth down fumble, B's 4. The 15-yard penalty for B96's roughing the passer foul is enforced from the end of A88's run, B's 4. The clock was stopped to award a first down to Team A. [ja092204]


5. RULING: A 4/12 A29. The clock starts on the snap. A82 legally recovers the ball. A82 fouls as soon as he returns inbounds. Team B will accept a 5-yard penalty from the previous spot.


6. RULING: A 3/13 A3. The 10-yard penalty is enforced half the distance from the previous spot, A's 6. The spot of the foul is where the foul initially occurred. If the holding initially occurred in Team A's end zone, acceptance of the penalty would result in a safety. The same logic applies when a gunner is held just after leaving the line of scrimmage to cover a punt and the hold continues for several yards. Since determining the plane of three yards beyond the neutral zone is not an exact science, it is reasonable to assume that most officials consider this foul as a foul carrying postscrimmage kick enforcement.


7. RULING: Safety. B f/k B20. Team A scores two points. The impetus came from the fumble by B47. The accidentally kicking by A66 is treated as a muff and does not add new impetus. The ruling would be the same if the accidental kicking was by a Team B player.
