QUIZ ANSWERS: 2007 WEEK #6


1. RULING: A 3/15 A20. When A33 moves forward to his line of scrimmage, he becomes a lineman even though he is running in place. A Team A player is a lineman when, after the ball is ready for play and the snapper touches or simulates touching the ball, his head breaks the plane of the line drawn through the waistline of the snapper. A lineman cannot be in motion at the snap. Therefore, A33 commits an illegal motion foul. If A33 stopped in the backfield for a moment after backing up, then his subsequent motion would be legal.


2. RULING: A f/k A30. Distance penalties for strictly live-ball fouls committed by either team after Team B possession during a try are declined by rule. This includes personal fouls by the opponents of the scoring team. It would not be a safety if B63 clips in B's end zone. The score by the fouling team is canceled.


3. RULING: A 4/4 B8. The clock starts on the snap. Incomplete legal forward pass. A forward pass is illegal if, to conserve time, the pass is not thrown immediately after the ball is first controlled after the snap or is thrown after the ball has touched the ground. A16 caught the snap and immediately grounded the ball legally. No foul. (A.R. 7-3-2-VI)


4. RULING: Safety. B f/k B20. The status of the ball remained a punt after the batting by B96. Since the ball was batted backward, B96's bat is legal. But, B96's batting did impart new impetus. A77 has recovered a kick that has crossed the neutral zone and is not in legal possession of the ball since a Team B player did not touch the ball after the punt crossed the neutral zone. The illegal touching in B's end zone gives the receiving team the ball at the spot of the illegal touching resulting in a safety due to impetus. At first glance, the result of the play does not appear to meet the classical definitions of either a touchback or safety. The safety trumps the touchback. [A.R. 4-1-3-II, 8-5-1-a, 6-3-2-a]


5. RULING: A 3/13 A37. The clock starts on the ready. The 5-yard penalty for Team A's dead ball illegal substitution foul is enforced from the succeeding spot, A's 42. It seems reasonable and logical to void the timeout request provided Team B's coach no longer wants a team timeout.


6. RULING: Extra period. B63 is disqualified. The ball is next put in play on the opponent's 25 to start the extra period. Distance penalties against either team after team possession during a try are declined by rule. This would also not be a safety during any down in an extra period. It would be a safety during a scrimmage play (other than a try) during regulation play.


7. RULING: A 1/10 A34. The clock starts on the ready. There may not be more than one running play behind the neutral zone if no change of team possession occurs. There is only one running play during the down and the related run ends on A's 19. The 15-yard penalty for B96's illegally kicking the ball foul is enforced from the end of A33's run, A's 19. This is a fact even though the foul occurred before A33 recovered the ball behind the neutral zone.
