QUIZ ANSWERS: 2007 WEEK #9


1. RULING: A 1/goal B2. The game clock is not reset and will start on the ready. The 15-yard penalty is enforced half the distance from the end of A88's run, B's 4. Completion of the penalty occurs prior to implementing the inadvertent whistle rules. Acceptance of the penalty results in the inadvertent whistle rules being ignored. If there was no inadvertent whistle, the penalty enforcement would be the same if A64 recovered the ball in B's end zone but the penalty would be enforced from the previous spot if a Team B player recovered the ball in B's end zone while grounded.


2. RULING: Game is over. The final score is A28-B27. The momentum rule applies since a Team A player recovered a fumble between Team A's five yard line and the goal line and the runner's momentum carried him into Team A's end zone where the ball becomes dead in Team A's possession. The ball belongs to Team A at the spot where the ball was recovered, B's 2.


3. RULING: Touchdown. A try B3. The play is reviewable. The ball touched Team B's goal line pylon before the ball was declared out of bounds. If the ball penetrated the plane of the goal line extended before A29 landed, this would not be a touchdown since A29 is airborne and the ball will next be put in play on B's 1. NOTE: The same official had this play and Play #3 on Quiz #8 on two successive Saturdays. For those that have doubts that plays on these quizzes are likely to happen, these two plays are on video.


4. RULING: A 11/10 A40. The game clock is not reset and will start on the ready. There was a change of team possession during the down. Thus, the 15-yard penalty is enforced from the previous spot and carries a first down. The penalty would also be enforced from the previous spot if B23 fumbles and the whistle sounds during the loose ball. The inadvertent whistle provisions are put on hold until completion of the penalty for a foul that occurred during the down.


5. RULING: The final score is A12-B14. B78's foul is penalized as a dead ball foul even though the foul occurs during a live ball. There is no succeeding spot. The period is not extended. The game is over.


6. RULING: Safety. B f/k B20. The score is A30-B28. The ball did not become dead behind Team B's goal line. The result of the play is not a touchback. The result of the play is B's ball on B's 4. The basic enforcement spot is B's goal line since B47's run ended in B's end zone. Team A will accept the 15-yard penalty which results in a safety. Team A scores two points. The fourth quarter is extended for a free kick by Team B since a penalty was accepted for a live ball foul that occurred during the last timed down of a period.


7. RULING: A 1/goal B8. The clock starts on the snap. The clock was stopped to award Team B a first down. If Team A made more than four but less than five yards on the play, then the clock would start on the ready. If it cannot be determined if Team A made a first down, then a measurement is necessary to determine when the clock will start. This is all necessary even though the five-yard penalty will be enforced from the previous spot.
