QUIZ ANSWERS: 2007 WEEK #10


1. RULING: Safety. A f/k A20. A7 threw a backward pass out of bounds but not to conserve time. Thus, this is not an illegal pass. The impetus came from the backward pass. It would not be an illegal batting foul if A7 batted the loose ball from the field of play through A's end zone. It would be an illegal kicking foul if A7 kicked the loose ball from the field of play through A's end zone.


2. RULING: The game is over. Team B wins. The final score is A20-B21. The pass by A17 was an illegal forward pass since the pass was from beyond the neutral zone. The penalty is five yards from the spot of the pass and a loss of down. The loss of down provision means that the try ends.


3. RULING: Touchdown. A try B3. A free kick does not become dead until the ball, untouched by Team B, touches the ground in B's end zone. A87 may legally touch the free kick after the kick has gone 10 yards or touched a Team B player. A87 recovered a live ball in B's end zone.


4. RULING: A 3/7 A33. Illegal motion and A27 is an ineligible receiver downfield. The tight end is an eligible receiver since he is legally on the end of the line and assumed to be wearing the proper number. A27 is considered illegally in motion. A27 is also considered neither on his scrimmage line nor behind the backfield line. A27 is not a back. A27 is not a lineman. If Team B accepts the penalty, it would be A's ball, 2nd and 12, on A's 28. (A.R. 7-3-3-I)


5. RULING: B try A3. Touchdown. Team A committed an illegal shift foul. There would be no foul, neither a false start nor an illegal shift foul, if the snapper waited for one second after the linemen got into their three point stance before the ball was snapped. There is no reason to believe that Team A simulated action at the snap.


6. RULING: Game over. The final score is A30-B28. The kick ends when the ball hit the goal line pylon in B's end zone. The impetus for the ball being in B's end zone is the muff by B86 when the ball was at rest in the field of play. The result of the play is the safety. The clock starts when the ball is touched by B84.


7. RULING: A retry B8. A player who is an exception to the 50-79 mandatory numbering requirement must be positioned on the line of scrimmage between the players on the end of the line of scrimmage when the ball is snapped. The exceptions are identified when the snapper assumes his position and touches or simulates touching the ball. He also remains an ineligible receiver until a legal forward pass is touched by a Team B player or an official. This play would have been legal if Team A continuously had at least five players numbered 50-79 on the line of scrimmage.
