2. RULING: The score is A21-B21. Extra period. The ball will be put in play on the 12 1/2 or the 40 to start the extra period. The foul by A88 is a live ball foul penalized as a dead ball foul. The try is successful to tie the score. An extra period is played. The 15-yard penalty is enforced to start the extra period.
3. RULING: A 3/4 B47. There may not be more than one running play behind the neutral zone if no change of team possession occurs. A18's run ended behind the neutral zone. Even though the foul occurred before A46 got possession of the ball, the 5-yard penalty is enforced from the end of A46's run, A's 48. An incidental live ball grasping the face mask foul is not a personal foul even though it is listed under Rule 9-1-2.
4. RULING: B 1/10 B9. Extend period. A14 is beyond the neutral zone when he throws the forward pass. Team B will accept the penalty since the result of the play is a touchdown. The 5-yard penalty is enforced from the spot of the pass, B's 4, and carries a loss of down.
5. RULING: B 1/10 A12. A6's fourth down fumble is recovered by a teammmate, A46, in advance of the spot of the fumble. The ball is returned to the spot of the fumble, A's 24. The 15-yard penalty for A68's dead ball personal foul is enforced half the distance from the succeeding spot, A's 24. Time may have to be put back on the clock. COMMENT: Officials should make every effort to kill the play as soon as possible when a non-fumbler recovers a teammate's fumble on fourth down or a try prior to a change of team possession.
6: RULING: B 1/10 A14. Team B will decline offsetting fouls. Team A will then accept the penalty for B66's foul. The 10-yard penalty will be enforced from the end of B97's run, B's 4. NOTE: If Team B was behind by three points, for example, and time expired in the fourth quarter during the down, Team B would
really have to accept offsetting fouls. If they decline offsetting fouls, Team A will then decline the penalty for B66's foul and the game will be over.
7. RULING: A 4/10 A40. The play is reviewable. The ruling on the field is reversed. The result of the play is an incomplete legal forward pass. Time will be put back on the clock. All action after the incomplete pass is during a dead ball. If video shows that A16 did fumble, then the subsequent fumble or lack thereof by B94 would be reviewable.
