QUIZ ANSWERS: 2007 WEEK #12


1. RULING: A 1/10 B16. The ball remains a live ball when an offensive player has simulated a kick or is in position to kick the ball held for a place kick by a teammate. The ball may be kicked, passed or advanced by rule. If the kicker moves away, perhaps to block, then grounded A3 causes a dead ball. The ball would also remain a live ball if an opponent was able to snatch the ball or bat the ball from the holder's hands while the holder was in a kneeling position. The ball would become dead if the holder catches or recovers the ball while grounded after the kick is blocked. [CCA01-119]


2. RULING: A 1/10 A30. Delay of game. The foul occurred after the previous series ended and before the ready for play. The 5-yard penalty is enforced before the line to gain is established. It would be a dead ball foul and 1st and 15 if there was an illegal snap after the ready for play.


3. RULING: B's ball, 1st and 10, on B's 29. If B88 was able to move forward and catch the kick, the ball would next be put in play on B's 24, the spot where B88 first touched the kick. B88 had fair catch protection from the time of the muff until the ball hit the ground. The opportunity to move to catch the kick and the fair catch protection after the muff applies only when the signal by B88 is a valid signal.


4. RULING: A f/k A25. The block by B96 on kicker A4 is legal since A4 has advanced five yards beyond his restraining line. The penalty is 15 yards if the kicker is blocked before advancing the five yards. The kicker may also be legally blocked if the kick has touched a player, an official or the ground. The block by A88 on B62 is an illegal block since a Team A player was not eligible to touch the free kicked ball. The penalty is five yards from the previous spot. The "tack on" or "carryover" penalty enforcement does not apply since the subsequent dead ball does not belong to Team B.


5. RULING: Touchback. B 1/10 B20. The fumble went forward and out of bounds so is returned to the spot of the fumble in Team B's end zone. The impetus for the ball being in B's end zone is A4's field goal attempt. It would be a safety, although not a foul, if B56 batted the ball from B's 5 into B's end zone where the ball becomes dead in possession of Team B.


6. RULING: Touchdown. A try B3. A Team B player touched the ball after the ball crossed the neutral zone. Team A legally recovered a scrimmage kick in B's end zone. The ruling would be the same if the batted ball hit the ground in B's end zone before the recovery by A85 in B's end zone.


7. RULING: B 1/10 A22. A88 commits an interference with opportunity foul and also a grasping the face mask personal foul. This is similar to a defensive pass interference foul that involves a personal foul. Since the touching by B84 was the result of the contact by A88, B84 is judged not to have touched the ball. A68 commits an illegal touching violation when he recovers the ball on A's 37. The 15-yard penalty for the personal foul will be enforced from the spot where the subsequent dead ball belongs to Team B, A's 37. If A68 recovered the ball on A's 48, for example, Team B would accept the penalty for the interference with opportunity foul. It would be B 1/10 A30. NOTE: A tack on penalty is enforced from the spot of illegal touching only when the spot of illegal touching is the same as the spot where the subsequent dead ball belongs to Team B.
