QUIZ ANSWERS: 2007 WEEK #13


1. RULING: A 1/10 B27. B44 commits a defensive pass interference foul. The pass was catchable when the foul occurred (A.R.2-19-4-I). If the touching by B45 occurs before the contact by B44, there is no defensive pass interference foul although another foul is possible (A.R. 2-19-4-II). The timing of the contact relative to the interception is critical for determining foul or no foul.


2. RULING: A f/k A45. Postscrimmage kick enforcement applies only to scrimmage kicks. The basic enforcement spot for fouls that occur during a free kick is the previous spot. If the penalty is declined, it would be B's ball, 1st and 10, on B's 40. The penalty will be accepted.


3. RULING: A 1/10 B13. Postscrimmage kick enforcement does not apply in extra periods. The 15-yard penalty is enforced from the previous spot, B's 26, with Team A retaining the ball. In regulation, Team B players should probably stay away from the ball and get possession, 1st and 10, on B's 9.


4. RULING: A 4/7 A8. The referee will have the clock reset to 0:28. The game clock and the 25-second clock will start on the ready for play. Rule 3-2-2-e doesn't fly regardless of the wording of the rule. If the clock started on the snap, Team B would have time for one or more plays. If the clock starts on the ready and Team A punts, Team B may have a runback or may block the punt but time would expire during the down.


5. RULING: B 1/goal A8. When an illegal forward pass is incomplete, the ball belongs to the passing team at the spot of the pass. However, if any illegal pass is thrown from the end zone on any down, the offended team may accept a safety or decline the penalty and accept the result of the play. In this play, the result of the play is an incomplete pass since the pass was from A's end zone. If time expired in the half, Team B would accept the penalty resulting in a safety. The period would be extended.


6. RULING: A 4/4 B44. The game clock is reset. The clock starts on the ready. The inadvertent whistle sounded during a running play. Team A was in possession so may elect to replay the down. If A65 committed a block in the back foul on A's 2 during A84's advance, it would be A's ball, 1st and 10, on A's 1. The clock would start on the snap.


7. RULING: A 4/25 A25. The play is reviewable. The ruling on the field is reversed. Time will be put back on the clock. The 15-yard penalty will be enforced as a dead ball foul since a 15-yard penalty is involved. The foul would be ignored if A52 committed an incidental face mask foul. Fouls that occur after the incomplete pass that normally carry a 10-yard penalty would also be ignored.
