QUIZ ANSWERS: 2007 WEEK #14


1. RULING: B 1/10 B45. B90 commits a dead ball personal foul when he pushes A7 down and an unsportsmanlike act when he taunts A7. A personal foul is not considered an unsportsmanlike act. Therefore, B90 did not commit two unsportsmanlike fouls and is not disqualified. A CCA tape a few years ago indicated that when a player commits two unsportsmanlike fouls at about the same time (e.g. taunting and removing helmet), this is considered one unsportsmanlike foul. If the second foul is well after the first foul (e.g. end zone and then near team area), this was ruled two fouls. Finding the fine line between one foul and two fouls is not an exact science. Team B does not become Team A until the ready for play. Team B is 55 yards from A's goal line. [CCA01-124]


2. RULING: Safety. Team A scores two points. The final score is A26-B24. The ball is returned to the spot of the fumble. The momentum exception does not apply since the pass was not intercepted inside B's 5. B29 provides the impetus for the ball being in B's end zone.


3. RULING: Touchdown. A try B3. A24 is charged with a fumble. There is no rule on a defensive player going out of bounds and returning inbounds. There is no rule on an offensive player going out of bounds and returning inbounds during a running play (Exceptions: 6-1-2-f, 6-3-12). A24 recovered the fumble inbounds. It would also be a touchdown if the play occurred on 4th down. [Soldier's Field]


4. RULING: B 1/10 B12. The clock starts on the snap. A simultaneous catch or recovery of a scrimmage kick makes the ball dead. A kick declared dead in joint possession of opposing players is awarded to the opposing (receiving) team regardless of the down. The clock stops at the end of a legal kick down and starts on the snap. (NOTE: If A63 recovered on B's 12 while grounded, it would be A's ball, 4th and 8, on B's 12. The clock would start on the snap.)


5. RULING: B 1/10 B25. Extend the period. The play is reviewable. Illegal forward pass. A passer has crossed the neutral zone when any part of his body is beyond the neutral zone when the ball is released (2-19-3-b). A forward pass is illegal if thrown by a Team A player who is beyond the neutral zone (7-3-2-a). If the previous spot was B's 22-1/2, for example, it is unlikely that the ruling on the field would be reversed. NOTE: Rules (spirit and intent) trump interpretations which trump philosophies and personal opinions.


6. RULING: Game ends. The final score is A24-B27. Game officials will not permit the ball to be snapped until Team B has had the opportunity to place a substitute in position and the replaced player has left the field of play. Team B must react promptly with its substitution. (2004 NCAA Football Bulletin #3, Play #5)


7. RULING: Field goal. Team A scores three points. The final score is A22-B20. The play is reviewable. A field goal is a scoring play. There are individuals who do not agree with this ruling. The reviewable delegation base their opinion on the fact that this is a scoring play per Rule 8-1-1. They also have the opinion that the ruling has a direct, competitive impact on the game.
