QUIZ ANSWERS: 2008 WEEK #3


1. RULING: A try B1-1/2. The penalty may only be enforced on the try or declined. The are no kickoffs in extra periods nor after time expires in the fourth quarter so that limits the enforcement spot to the try. The ruling would be the same if the roughing the passer foul was flagrant except that the player would be disqualified. The ruling would also be the same if Team B committed an unsportsmanlike foul during the down. The try would be from B's 18 (the touchdown would count) if Team A committed an unsportsmanlike foul during the down.


2. RULING: Safety. B f/k B20. The impetus is the fumble by B44. The momentum rule would apply if B44 had possession when the ball broke the plane of B's goal line. The momentum rule became null and void when B44 fumbled in the field of play.


3. RULING: A 1/10 A45. The foul occurred during a legal forward pass play. The 15-yard penalty is enforced from the previous spot, A's 30. Team A will give up the two yards for the first down. The foul is not roughing the passer since A12 was not a passer when the foul occurred. The penalty would be enforced from the end of A22's run, A's 47, if the foul occurred after A12 released the pass and is still considered the passer.


4. RULING: Touchdown. A try B3. The score is A20-B20. A player eligible to touch a legal forward pass may bat the legal forward pass in flight. A legal forward pass in flight may be batted in any direction. Legal play.


5. RULING: B try A3. The 15-yard penalty for A67's clipping foul will be enforced on the kickoff to start the second half. If this play occurred during the last timed down of the second half, Team B would have to accept the penalty on the try or decline the penalty. Team B would not have the option to enforce the penalty to start the extra period if there was an extra period. Under no circumstance would the period be extended other than for the try.


6. RULING: B 1/10 A43. The ball becomes dead where caught by A99. No substitute may interfere in any way with the ball or a player while the ball is in play (9-1-5). Rule 10-2-2-e-5 states that all fouls by the kicking team except kick catch interference may be enforced at the previous spot or at the spot where the subsequent dead ball belongs to Team B. The most advantageous option is for Team B to take the ball. If the 15-yard penalty is enforced from the previous spot, A's 30, it would be A 4/25 A15. Disqualify A99.


7. RULING: Safety. A f/k A30. Team A scores one point. Following Team B possession on a try, distance penalties against either team are declined by rule. However, since B65 was responsible for the ball being in Team B's end zone, the result of the play becomes a safety. The impetus for the ball being in B's end zone is B65's run. If momentum carried B65 into Team B's end zone, there would be no safety.
