2. RULING: A 4/16 A14. A88 commits a clipping foul. The 15-yard penalty can only be enforced from the previous spot, A's 28, since Team A is in legal possession when the down ends. A88 could legally push at the buttocks or above since A88 may legally recover the ball. If B23 recovered the ball on B's 22 while grounded, Team B could elect to have the penalty enforced from the spot where the subsequent dead ball belongs to Team B, B's 22.
3. RULING: A 1/10 B14. B96 committed a personal foul during A88's run. The 15-yard penalty is enforced half the distance from the end of A88's run, B's 28, and carries a first down. If B96 committed a roughing the passer foul (pass in flight), the penalty would be enforced from the end of the last run, B's 18. The act of A39 recovering the ball while grounded is considered a running play.
4. RULING: A 2/6 B16. The foul is holding and not defensive pass interference since the pass had not been thrown when the foul occurred. Even if the pass was airborne, it could not be pass interference since the foul did not occcur beyond the neutral zone. The 10-yard penalty is enforced half the distance from the previous spot, B's 26. The penalty does not carry a first down since the foul, although against an eleigible receiver, did not occur beyond the neutral zone.
5. RULING: Touchdown. A try B3. Then, A f/k A45. The penalty for B26's holding foul is declined by rule. A83 does not commit an illegal touching foul since A83 was blocked out of bounds and returned immediately. Team A can elect to enforce the 15-yard penalty for B56's face mask personal foul on the try or the succeeding kickoff. Team A will usually elect that the penalty be enforced on the succeeding kickoff unless the score and time remaining are factors.
6. RULING: B 1/10 B14. The ball from the field goal attempt never crossed the neutral zone. The ball rolled out of bounds on B's 14. The ball belongs to Team B when a scrimmage kick goes out of bounds between the goal lines. Team B would put the ball in play on B's 20 if the ball crossed the neutral zone, the ball was untouched after the ball crossed the neutral zone and the ball is declared dead beyond the neutral zone.
7. RULING: A 1/10 B24. The clock starts on the snap. Team A got possession with clean hands. The 15-yard penalty is enforced from the end of A67's run, B's 39. The option to take the ball
at the spot of illegal touching (touchback) before penalty enforcement only applies when (a) there is a
postscrimmage kick foul by Team B (2008 MM #13, Play #6); or (b) there is a live ball foul by Team A
before the kick ends (2008 MM #15, Play #7). In both cases, the basic spot is B's 20 with fouls by Team B behind B's 20 enforced from the spot of the foul.
