QUIZ ANSWERS: 2008 WEEK #7


1. RULING: A 4/8 B48. The clock starts on the ready. A88 commits an illegal touching foul. Blocked out of bounds means that the receiver was blocked out of bounds (7-3-4, 2-3-1). A88 commits an illegal touching foul when he touches the legal forward pass before the pass is touched by a defensive team player. The penalty is loss of down at the previous spot. NOTE: The decision of the covering official is not reviewable on this play.


2. RULING: A 3/9 A41. False start by A88. B96 entered the neutral zone between A66 and A77. Thus, only these two players are considered threatened. It would be a dead ball offside foul on B96 if both A77 and A88 moved simultaneously (last known interpretation). If B96 entered the neutral zone directly in front of A77, then A66, A77 and A88 would all be considered threatened. In that case, B96 would have committed a dead ball offside foul.


3. RULING: A f/k A30. The penalty is declined by rule if Team A accepts the points. This is a fact during regulation and extra periods. The penalty would be enforced on the kickoff if the foul occurred during a try in regulation and from the succeeding spot if the foul occurred during a try in extra periods.


4. RULING: A f/k A30. Team B will accept offsetting fouls even though Team B's foul occurred after a change of team possession. If Team B declined offsetting fouls, Team A would accept the penalty for B44's illegal batting foul which would result in a safety. Team A's offside foul on the free kick is a live ball foul although it is a dead ball foul and called encroachment during a scrimmage down.


5. RULING: A 4/5 A45. The penalty for A15's illegal forward pass (intentional grounding) is Team A's ball at the spot of the pass, A's 30, and loss of down. This penalty was declined. It is Team A's ball at the spot of A15's illegal forward pass (intentional grounding) whether the penalty is accepted or declined. The 15-yard penalty for B66's dead ball unsportsmanlike foul is enforced from the succeeding spot, A's 30. Team B could decline the penalty for the illegal forward pass and accept the penalty for the illegal block below the waist foul. The 15-yard penalty would be enforced from the previous spot, A's 40. After enforcement of B66's dead ball foul, it would be A 3/10 A40.


6. RULING: B 1/10 B24. The clock starts on the snap. "The spirit of Rule 4-1-2-c, wherein penalty enforcement takes precedence over the circumstances in Rule 4-1-2-b, should extend to the consequences of violations as well". If Team B does not elect to take the ball at the spot of the illegal touching, the down will be replayed. In Rule 4-1-2-c, perhaps "or violation" could be inserted after foul.


7. RULING: A 2/8 A42. The clock starts on the ready. B56 commits a holding foul, not defensive pass interference, when he tackles eligible A22 behind the neutral zone. The 10-yard penalty is enforced from the previous spot, A's 32. The penalty does not carry an automatic first down since the foul against an eligible receiver was behind the neutral zone. The clock starts on the ready since there is no rule based reason to start the clock on the snap. (9-3-4-e).
