2. RULING: B 1/10 B44. The punt crossed the neutral zone. Team B will decline offsetting fouls. Team A will then elect postscrimmage kick enforcement for B92's foul. The postscrimmage kick spot is the spot where the kick ends, A's 33. The 10-yard penalty is enforced from the spot of the foul, A's 46.
3. RULING: A 1/10 B34. Defensive pass interference. B33 was not playing the ball when the contact occurred. It is Team A's ball at the spot of the foul since the foul occurred less than 15 yards beyond the previous spot. Any player who is not playing the ball beyond the neutral zone during a legal forward pass is a "person of interest" (that means suspect) when there is contact.
4. RULING: Extra period. Since Team A declined the penalty for B35's holding foul, Team B will then elect to take the ball at the spot of illegal touching, B's 30. The fourth quarter ends. If B56's foul was a personal foul, the touchdown would count and the game would end. NOTE: I continue to lose on this interpretation and may be fighting a losing battle.
5. RULING: A 2/6 A14. The foul occurred during the second running play, the interval from A14's possession until A42's possession. A14's run ended behind the neutral zone so the basic spot is the previous spot. The 10-yard penalty for B72's holding foul is enforced from the previous spot, A's 4.
6. RULING: B 1/10 B4. The momentum rule applies since B23 recovered the ball on B's 4. The 10-yard penalty for B55's holding foul, if accepted, would be enforced from the previous spot, A's 30. Team A will decline the penalty. Postscrimmage kick enforcement only applies to a scrimmage kick.
7. RULING: B 1/10 A24. Team A failed to make a first down on fourth down. The 5-yard penalty will be enforced from the spot where the subsequent dead ball belongs to Team B, A's 29. Team B will not elect to have the penalty enforced from the previous spot. NOTE: Damn good source.
