QUIZ ANSWERS: 2008 WEEK #10


1. RULING: A 4/6 B46. Substitutes who become players must remain in the game for one play and replaced players must remain out of the game for one play, except during the interval between periods, after a score, or when a timeout is charged to a team or to the referee with the exception of a live ball out of bounds or an incomplete forward pass (3-5-2-d). All indications per the rule and A.R. 3-5-2-VI are that this is a live ball foul. If Team A had timeouts remaining, they could prevent the foul by taking a team timeout. Since Team A has no timeouts remaining, they are SOL unless Team B takes a timeout.


2. RULING: A retry B7. The 10-yard penalty for A34's holding foul is enforced from the previous spot, B's 4, and takes the ball to B's 14. The 15-yard penalty for B96's dead ball personal foul is enforced half the distance from the succeeding spot, B's 14. There is no option to enforce the penalty for B96's foul on the succeeding kickoff.


3. RULING: B 1/10 B3. Forward progress is a term indicating the end of advancement by the runner and applies to the position of the ball when it becomes dead by rule. Forward progress for B47 is B's 3. It would also be B's ball on B's 3 if B47 caught the ball on B's 3 and was driven back into B's end zone where he was downed.


4. RULING: A 1/10 B21. The clock starts on the ready. Under the spirit and intent of the horse collar rule, protection would be extended to A33. If the action would have been a foul had A33 not fumbled or passed the ball, then it would still be a foul. The horse collar personal foul also applies if the ball carrier fumbles, throws a forward pass (passer out of pocket) or throws a backward pass. 5. RULING: A 4/7 A33. The 15-yard penalty for B98's dead ball unsportsmanlike foul is enforced from the succeeding spot, A's 18. The penalty does not carry an automatic first down. If B98's foul was a late hit, then it is a personal foul and the automatic first down provision kicks in. Contact, except for hurdling and swinging or kicking at an opponent without contact, is required for a personal foul.


6. RULING: A 4/7 A35. The encroachment foul by A84 is a dead ball foul. All subsequent action was with a dead ball. The 5-yard penalty is enforced from the succeeding spot, A's 40. Time may have to be put back on the clock.


7. RULING: B 1/10 B35. The ball becomes dead in possession of Team B on A's 38. The 15-yard penalty for Team B's blocking below the waist foul is enforced from the spot of the foul, the 50, which is behind the end of B44's run, A's 40.
