2. RULING: B 1/10 B48. A player blocked by an opponent into a scrimmage kick that has crossed the neutral zone shall not, while inbounds, be deemed to have touched the ball (6-3-4-a). The last known interpretation was that the rule applies whether the player is pushed into the ball or the ball hits the player who was pushed. B44 is not deemed to have touched the ball. The spot of A84's illegal touching is also the spot of an illegal recovery. Team B is likely to have the 10-yard penalty for A88's block in the back foul enforced from the spot where the subsequent dead ball belongs to Team B, B's 38. (ss101808)
3. RULING: A 4/9 B19. The clock starts on the ready. The penalty is accepted. If it was 4th and 4, the penalty would be declined but the clock would still start on the ready. The quarter would not be extended if time expires prior to the snap.
4. RULING: B 2/Goal B4. The clock starts on the ready. The game ends if time expires before Team A can snap the ball. The clock starting on the snap with less than two minutes remaining in a half only applies to a Team A player running out of bounds. NOTE: This play appeared earlier this season and resulted in a lot of questions from the cheap seats.
5. RULING: The first half ends. Team B is the team last gaining possession and did not foul before last gaining team possession. Team B will decline offsetting fouls. Team A then has the option on completing the penalty against Team B. Team A will decline the penalty. Team B could elect offsetting fouls to replay the down and extend the period. If Team B declines offsetting fouls and Team A accepts the 10-yard penalty for holding (they will not), it would be B's ball, 1st and 10, on A's 14 and the period would be extended.
6. RULING: B 1/10 B7. Team A will accept the penalty for B56's block in the back foul. The foul carries postscrimmage kick enforcement since Team B is in possession when the down ends. The 10-yard penalty is enforced half the distance from the end of the kick, B's 14. In the unlikely event that Team A declines the penalty, Team B may elect to put the ball in play at the spot of the fumble, B's 22, or replay the down.
7. RULING: B 4/17 B27. Offsetting fouls. Replay the down. Postscrimmage kick enforcement does not apply on successful field goals (10-2-2-e-Exception (3-a)). Although B56's holding foul is unlikely to occur before the kick is airborne, this is not relevant if the kick is successful or unsuccessful. Postscrimmage kick enforcement does apply if the kick is unsuccessful. In this play, there is absolutely no reason for the referee to consult either captain. Just give the proper signals and get the game cranked up again.
