2. RULING: A 1/10 A42. B93 commits a grasping the face mask personal foul. The 15-yard penalty is enforced from the previous spot, A's 27, and carries a first down. The foul was not roughing the passer since A19 was not a passer when the foul occurred. If Team A declined the penalty, it would be A 4/6 A44.
3. RULING: B 1/10 B16. A40 is legally in motion at the snap. The play is legal unless Team A is using the substitution process to confuse opponents. It is reasonable to assume that Team A did not commit an illegal shift foul since no supporting facts were so stated or implied.
4. RULING: B 1/10 B15. Team A's foul occurred during the running play that includes B37's run. The ball did not remain in Team B's end zone and become dead in Team B's end zone so 10-2-2-f-2 does not appear to apply. Rule 10-2-2-f-3 does appear to apply (A.R. 10-2-2-XLI). If Team A's foul occurred after possession by B84, the enforcement spot would be B's 2.
5. RULING: Safety. A f/k A20. Accidental kicking of the ball is considered a muff. The impetus is provided by A6's punt. The result of the play would be a touchback if B66 batted or illegally kicked the grounded ball since B66 would have provided new impetus. However, the 15-yard penalty for B66's foul would be enforced from the previous spot, A's 22.
6. RULING: Touchback. B 1/10 B20. A66 added new impetus when he batted B99's fumble from the field of play into Team B's end zone where it becomes dead. A66 also committed an illegal batting foul. The fact that the ball became dead in Team B's end zone under the momentum rule was trumped by the fact that new impetus was imparted by the batting by A66. Rules cannot always be written to cover all possibilities (8-5-1 Exceptions 1,2,3). The basic enforcement spot for A66's foul is B's goal line.
7. RULING: A 4/18 B28. The clock starts on the snap. The kick did not cross the neutral zone. Team A has fourth down at the spot of recovery, B's 28. The clock starts on the snap following a legal kick down unless the next down is a free kick or try. It would be Team B's ball if the kick went out of bounds or if it was a fourth down play.
