2. RULING: B 1/10 A25. The clock starts on the snap. Team B could have elected the safety and it would have been A f/k A20. Since Team B wants the ball now, Team B will accept the penalty enforced 15 yards from the subsequent dead ball spot, A's 40. NOTE: A.R. 10-2-2-XIII on page FI-82 and A.R. 10-2-2-XIV have a math problem as the correct yardline should probably be A's 25, not A's 15.
3. RULING: A 1/G B2. Team A will accept the 5-yard penalty enforced half the distance from the end of A22's run, B's 4. This nullifies the illegal touching violation. If A22 had scored, the penalty would be declined by rule and Team B would put the ball in play at the spot of illegal touching, B's 24 (A.R. 6-3-2-V, FI-28). NOTE: A rule change request in prior years has been unsuccessful.
4. RULING: B 1/10 B11. Postscrimmage kick enforcement applies. Team B will decline offsetting fouls. Team A will then accept the penalty for B87's foul. The postscrimmage kick spot is the previous spot, B's 28. The 15-yard penalty is enforced half the distance from the spot of the foul, B's 22. If the attempt was successful, the fouls would offset and the down would be replayed. If Team A was in a legal formation and the try was successful, Team A could accept the 15-yard penalty enforced from the previous spot. It would be A 1/10 B14. Postscrimmage kick enforcement no longer applies on successful field goals.
5. RULING: A 2/13 A27. A56 commits an illegal touching foul. He may also have committed an ineligible receiver downfield foul but there is no evidence to so rule. Besides, the penalties are the same. This is not an illegal forward pass since A12 was outside the pocket and the pass touched a player beyond the neutral zone. COMMENT: When this rule first came out, there were many questions including the meaning of the new word in the rule book, "landed".
6. RULING: B 1/10 B3 The batting is not a foul since the ball was batted backward from the field of play. The postscrimmage kick spot is B's 6. The 10-yard penalty is enforced half the distance from B's 6. Team B may not elect to take the ball at the spot of A84's illegal touching, B's 8, prior to acceptance or declination of the penalty. This option exists only if the illegal touching occurs in Team B's end zone.
7. RULING: A 1/10 B17. The clock starts on the snap. Reviewable play. The clock was stopped to award a first down to Team B. The play is reviewable based on the fact that "a runner's forward progress with respect to a first down" is reviewable. The runner was downed within one yard of the first down. If the runner was downed on B's 20, two yards short of a first down, the play would not be reviewable. COMMENT: No supporting official rulings.
