PRESEASON QUIZ #4 ANSWERS: July 21, 2007


1. RULING: A 1/10 A42. The clock starts on the ready (3-2-5-a-5). The clock was not stopped to award a first down to Team B. The clock was stopped for the inadvertent whistle. The 15-yard penalty is enforced from the end of A36's run, A's 27, and carries a first down. Rule 4-1-2-b-2 does not kick in unless the penalty is declined. This penalty will be accepted.


2. RULING: B 1/10 B47. By interpretation, since the ball was declared dead, then that spot is the subsequent dead ball spot where Team B will have the ball. The 15-yard penalty is enforced from the subsequent dead ball spot, B's 32. Team B could, but will not, elect that the penalty be enforced from the previous spot with Team A replaying the down. 3. RULING: B 1/10 A47. The ball becomes dead when recovered by A67 who commits an illegal touching violation. Postscrimmage kick enforcement applies. Team A does not have possession of the ball when the down ends. Team B will decline offsetting fouls. Team A will accept the penalty for Team B's foul. The 10-yard penalty is enforced from the spot of the foul, A's 37.


4. RULING: B 1/10 B25. The clock starts on the snap. The penalty for Team A's illegal participation foul may be enforced from the previous spot or from the spot where the subsequent dead ball belongs to Team B. Since Team B wants the ball, the 15-yard penalty is enforced from B's 10. COMMENT: A.R. 9-1-4-II may not be completely correct.


5. RULING: B 1/10 A48. Since the second spot of illegal touching, B's 22, is the same as the dead ball spot, then that spot can be the enforcement spot for fouls committed by Team A during the down. Since the first spot of illegal touching, B's 28, is not the same as the dead ball spot, this spot of illegal touching may not be used as the enforcement spot. The 15-yard penalty for A58's live ball personal foul is enforced from the subsequent dead ball spot, B's 22. The 15-yard penalty for A84's dead ball noncontact foul is then enforced from the succeeding spot, B's 37. [PENDING]


6. RULING: A 3/7 B27. The clock starts on the snap. A62 commits an ineligible receiver downfield foul. A62 does not commit an offensive pass interference foul. The 5-yard penalty is enforced from the previous spot, B's 37. The 15-yard penalty for B94's unsportsmanlike foul is enforced from the succeeding spot, B's 42.


7. RULING: A 4/goal B2. The play is not reviewable. It should be A 4/goal B8 with the clock starting on the ready The play would be reviewable if A36's fumble occurred within one yard of a first down. The starting of the clock is also not reviewable. Clock adjustments may be made when a ruling on the field is reversed. COMMENT: Replay interpretations might be considered a work in process.
