PRESEASON QUIZ #5 ANSWERS: July 30, 2007


1. RULING: A 4/36 A44. The clock starts on the snap. B44 did not give a valid signal. A89 may legally push B44 after B44 muffed the ball. The ball becomes dead when A85 catches the ball on B's 7 (reviewable). The 5-yard penalty for Team A's illegal formation foul is enforced from the previous spot, B's 36. The 15-yard penalty for A89's excessive celebration foul is enforced from the succeeding spot, B's 41.


2. RULING: A retry B1. The result of the play is a touchback since the impetus is A32's fumble. The 15-yard penalty for B68's illegal kicking foul is enforced half the distance from the end of A32's run, B's 2. The end result would be the same if B68 kicked the ball from the field of play although the result of the play would be a safety.


3. RULING: A 4/17 B27. The clock starts on the ready. A15 is considered to have thrown an illegal forward pass to conserve time. The 5-yard penalty is enforced from the spot of the pass, B's 22. COMMENT: Based on the score and the time remaining, referee's need not consider (a) an illegal forward pass to save yardage; nor (b) A15 was not under duress. [120]


4. RULING: B 1/10 B3. The 15-yard penalty for B66's postscrimmage kick foul is enforced half the distance from the end of the kick, B's 6. The tackle by A84 is not a foul unless (a) the contact was a personal foul; or (b) the signal by B44 was a valid signal. [198]


5. RULING: Touchdown. The final score is A21-B27. The try will not be played. The play should be shut down only if A78's action simulates action at the snap. In this play, Team A should not be given the extra time to get their act together if the call is a false start. Nor should Team B be deprived of the opportunity to gain possession when Team A commits a foul simultaneously with the snap as they did in this play. COMMENT: Yes, I know that some supervisors disagree. [132]


6. RULING: A 1/10 B13. The clock starts on the snap. The play is reviewable (12-3-2-d). The 15-yard penalty for B62's personal foul is enforced half the distance from the previous spot, B's 26. The clock was stopped either to award a first down to Team B or for an incomplete pass. Time would have to be put back on the clock if replay rules a forward pass. COMMENT: This may be a case where there is no direct, competitive impact on the game. [109]


7. RULING: B 1/10 B28. The play is reviewable under "A fumble recovery (or catch) by a Team A player during fourth down or a try and before any change of (team) possession" (12-3-3-g). The ball is returned to the spot where possession was lost. The replay official may assist the referee with the spot of the pass as well as the time on the game clock when A68 gained possession (12-3-3-f).
