2. RULING: A 4/10 50. The pass is a legal forward pass since the QB was way outside the pocket and the ball landed beyond the neutral zone. There is no foul for an ineligible receiver downfield since the legal forward pass did not cross the neutral zone (crossed sideline behind the neutral zone).
3. RULING: Touchdown. A try B18. Team B does not have the option to have the 15-yard penalty enforced half the distance for their series. Enforcement for dead ball fouls after the touchdown and prior to the try (live ball fouls penalized as dead ball fouls are handled the same way) is usually on the try or the succeeding kickoff. There are no kickoffs in extra periods so the penalty must be enforced on the try or declined.
4. RULING: B 1/10 B6. A88 became an exception to the mandatory numbering when the snapper adjusted the ball. A88 must be covered at the snap. The fact that A88 was on the end of the line after the snapper adjusted the ball and before the snap is not an infraction of Rule 1-4-2-b-Exception. The fact that A88 was covered at the snap governs. 5. RULING: A free kick A45. Team A will take the two points with the 15-yard penalty for the personal foul enforced on the succeeding kickoff. If this was an extra period, the penalty would be enforced from the succeeding spot (8-3-3-b-1).
6. RULING: B 1/10 B27. The play is NOT reviewable. A recovery of a loose ball is reviewable only when the recovery is in or out of bounds in the field of play or an end zone (12-3-1-d).
7. RULING: A 1/10 B18. The play is NOT reviewable. Rule 12-3-2-b covers touching by an ineligible receiver and Rule 12-3-2-c covers touching by a defensive player. It appears that the rules committee specifically excluded an eligible offensive player. If they wanted the eligible offensive player included, they could have combined these two rules into one rule, "Touching of a legal forward pass by any player". This would be consistent with Rule 12-3-3-c, "Touching of a kick by any player". COMMENT: Touching of a legal forward pass by an eligible offensive player behind or beyond the neutral zone also does not appear to be reviewable.
