3. RULING: B 1/10 B34. Team A does not have possession when the down ends. After the down ends, then the ball belongs to Team A since the result of the play is a touchback. Postscrimmage kick enforcement applies. If Team A declines the penalty for B66's holding foul, then Team B will take the ball at the spot of illegal touching, A's 32. Team A will accept the penalty. The 10-yard penalty will be enforced from the end of the kick, B's 44.
4. RULING: A 1/10 A30. Team A does have possession of the ball when the down ends. Postscrimmage kick enforcement does not apply. Team A will accept the penalty for B66's holding foul. The 10-yard penalty is enforced from the previous spot. Team B does not get the opportunity to take the ball at the spot of illegal touching since the penalty for a foul that occurred during the down is accepted.
5. RULING: Half ends.. Team B could accept offsetting fouls (proper wording) but Team A would then have an untimed down on B's 7. Team B will decline offsetting fouls. Team A will now have the opportunity to accept or decline the penalty for Team B's foul. Team A will decline the penalty for Team B's foul. QUOTE (not mine): "Sloppy language leads to sloppy thinking which leads to sloppy officiating."
6. RULING: A 1/10 A33. The fumble went forward and out of bounds between the goal lines so the ball is returned to the spot of the fumble. The game clock starts on the ready. The play clock is set to 40 seconds. After the down ends, the ball belongs to Team A.
7. RULING: B 1/10 B9. The play appears to be reviewable. Team A is not in possession when the down ends. Thus, postscrimmage kick enforcement applies. The 15-yard penalty is enforced half the distance from the end of the kick, B's 18. B44's fumble went forward and out of bounds, even though the ball did not cross the sideline, and is returned to the spot of the fumble, A's 48. Declination of the penalty results in B 1/10 A48.
