2. RULING: B 1/10 B49. The rule states that that the penalty may be tacked on at the "spot where the subsequent dead ball belongs to Team B." The rule says nothing about a change of team possession. The spot where where Team B recovers while grounded is the spot where the dead ball belongs to Team B. It has been reported that A.R.6-1-2-VII will be changed accordingly. [RR042908]
3. RULING: A 3/2 B32. The game clock starts on the ready. The play clock is set to 40 seconds. An approved ruling is expected to be in the rule book. If the fumble was out of bounds behind the spot of the fumble or a ball carrier or a backward pass went out of bounds with 1:59 on the clock, the clock would start on the snap (exception: backward pass out of bounds to conserve time). NOTE: Assume that an official suspects that the clock should have stopped before 1:59 when a ball carrier goes out of bounds. The solution is left as an exercise for the officials on the field. 4. RULING: A retry B8. The result of the play is a safety. Team B provided the impetus. Team A scores one point. The 2007 (and prior) version of 8-3-3-c-3 says that the penalty is declined by rule, which means that Team B has no recourse and the fouling team scores. That is why 8-3-3-c-3 is being re-written to take care of such a situation. In 2008,Team B will be allowed to accept the penalty and thus force the down to be replayed. [RR043008]
5. RULING: A 1/10 A42. Pass is complete. The ball became dead when the second foot touched out of bounds. A88 had control of the ball when the ball became dead. All subsequent action was with a dead ball. If an official determines that A84 did not have control of the ball when his left foot hit out of bounds, the pass is incomplete.
6. RULING: A 1/10 B24. Legal blocks by A55 and A77. High-high and low-low blocks, with or without a delay, are not chop blocks. In this play, snapper A55 may, or may not, have missed his blocking assignment. The low-low block may be more likely to occur when the snapper and guard fire out at an opponent in a double team block and both block at the thigh or below.
7. RULING: A 3/6 A14. Team B is in possession when the down ends. After the down ends, the ball belongs to Team A. Since Team B is in possession when the down ends and did not foul before gaining possession, Team B has the first option and will accept offsetting douls. If Team B does not accept offsetting fouls, Team A will decline the penalty for Team B's foul. It would be A 1/10 A20 since the result of the play is a touchback.
