2. RULING: B 1/10 B9-1/3. Incomplete pass. A88 did not return to the ground with any part of his body with the ball in his control. The ball is spotted in the same spot
as it was to begin the down. After the ball is spotted and only after the ball is spotted, the downmarker will move the length of the ball, approximately 11 inches. COMMENT: B 1/10 B9 is a correct ruling as long as you know where the ball is placed. It is not moved back the length of the ball.
3. RULING: Touchdown. A try B3. The fourth down fumble rule ceased and desisted when the fumble was recovered by a Team B player. If another Team A player recovered A33's
fumble in B's end zone, the ball would become dead and returned to the spot of the fumble. Team B would take over since Team A failed to make a first down on fourth down.
4. RULING: Safety. A f/k A20. The final score is A28-B30. The ball went from the field of play into an end zone. The impetus is from A4's punt. B66's impetus ended when
the punt landed in the field of play.
5. RULING: Fourth extra period. The score remains A44-B44. Penalties for live ball fouls against either team after a change of team possession are declined by rule. This does not include an unsportsmanlike foul, for example, since this is a live ball foul penalized as a dead ball foul. If the ball went out of bounds in B's end zone, with or without a bat by Team B, the result of the play is a one point safety. The impetus is the fumble by B44. The final score would be A45-B44.
6. RULING: A 2/19 B29. Offensive pass interference. The pass crossed the neutral zone. The pass is legal since the passer was out of the pocket when he passed the
ball and the ball landed beyond the neutral zone. If the ball landed behind the neutral zone, it would be an illegal forward pass. The 15-yard penalty is enforced from the previous spot, B's 14. Common sense is a must in football officiating. However, overlooking a foul on this play penalizes the defense. NOTE: The neutral zone is defined in Rule 2-17-1. Although the 2008 rule book has yet to hit the streets, there has been no such animal as an expanded neutral zone on forward passes.
7. RULING: A 4/4 A46. The clock starts on the snap. Postscrimmage kick enforcement does not apply since Team A is in possession when the down ends. The 10-yard penalty is enforced from the previous spot. The game clock is not reset to the time of the previous snap as it was last season. The clock starts on the snap since there
was a legal kick.
