PRESEASON QUIZ #4 ANSWERS: May 22, 2008


1. RULING: Try ends. No score. A f/k A30. Both teams fouled during the down. According to new wording in 2008, when Team B does not foul prior to the change of team possession, the score will not count; the fouls offset; the Try is over, and there is no replay. [RR051208]


2. RULING: A 1/10 B19. The clock starts on the ready. The clock would start on the ready regardless of the time on the game clock. If the penalty did not result in a first down, the clock would also start on the ready (Update: 7/23/08). The ruling is different if a Team A ball carrier ran out of bounds as shown on 2008 Mini Missive #2. [RR051908]


3. RULING: A 3/1 B31. There are at least two rules that govern this play. First, the pass did not cross the neutral zone since it crossed the sideline behind the neutral zone. Thus, there can be no foul for an ineligible receiver downfield. Second, the passer was out of the pocket and the pass crosses the neutral zone extended. Thus, there can be no foul for intentional grounding.


4. RULING: B 1/10 A35. The 15-yard penalty is enforced from the spot of the foul, the 50. Declination of the penalty would result in the down being replayed. In either case, if time expired in a quarter during the down, the period would be extended with an untimed down. If an inadvertent whistle occurs during a down in which a foul occurs and the penalty is accepted, the inadvertent whistle is ignored.


5. RULING: B 1/10 A27. The foul is for illegally kicking the ball, not an illegal kick. Team B will accept the 15-yard penalty enforced from the spot of the foul, A's 42. The penalty carries a loss of down and is more advantageous than taking the result of the play. There was no scrimmage kick during the down so the tack-on penalty is not an option.


6. RULING: A's ball, 1st and 10, on B's 13. The period is extended. There was no change of team possession during the down. After the down ends, the ball belongs to Team B since Team A failed to make a first down on fourth down. Team A will accept the penalty. The 15-yard penalty is enforced half the distance from the end of A82's run, B's 26.


7. RULING: A's ball, 1st and 10, on B's 32. The legal forward pass crossed the neutral zone and the foul was against an eligible receiver. The 10-yard penalty is enforced from the previous spot and carries a first down. If A17 rolled toward the sideline where he threw the pass quickly and never made an effort to find A88, then there may be a case for overlooking the hold by B23. The covering official must consider all the facts and circumstances and use his best judgment as to whether this would then be a foul. All combinations and permutations of what might happen cannot be put in print to assist the official. The official is paid the "big bucks" for his knowledge of the game and his common sense.
