2. RULING: A 1/goal B10. Blocking of a leaper does not absolve the leaper of the leaping foul. If you leap, you better be able to fly or lucky enough not to land on anyone before you hit the ground. If a player leaps and is blocked, the leaper fouls. If he leaps and lands on his teammate, the leaper fouls. If he lands on a teammate and an opponent at the same time, the leaper fouls.
3. RULING: A 2/7 B25. The clock starts on the ready. Dead ball foul. After the ball is ready for play and before the ball is snapped, no player of the offensive team shall be in or beyond the neutral zone after the snapper touches the ball. The foul occurred as soon as the referee gave the ready for play signal. There was no snap. Time may have to be added back on the game clock.
4. RULING: Safety. B f/k B20. The score is A30-B28. The ball did not become dead behind Team B's goal line. The result of the play is not a touchback. The result of the play is B's ball on B's 4. The basic enforcement spot is B's goal line since B29's run ended in B's end zone. Team A will accept the 15-yard penalty which results in a safety. Team A scores two points. The fourth quarter is extended for a free kick by Team B since a penalty was accepted for a live ball foul that occurred during a down in which time expired in a period and there are no exceptions.
5. RULING: Game over. The final score is A30-B28. The ball became dead when it touched the ground in B's end zone since the status of the ball is still a kick and no player of Team B touched the ball after the kick crossed the neutral zone. The impetus for the ball being in B's end zone is the illegal kicking by B96. Team A will decline the penalty for the illegal kicking foul by B96. The result would be the same if B96 batted the ball backward although it would not be a foul.
6. RULING: A retry B4. The foul occurred during the first running play which ended when A45 got possession. The 15-yard penalty is enforced half the distance from the previous spot, B's 8. If the foul occurred after A45 got possession, the foul would have occurred during the second running play. Then, the 15-yard penalty would be enforced from the end of A45's run, B's 2. Currently, if the calling offical is not sure when the foul occurred, replay is out of it.
7. RULING: A 1/10 B39. There is only one running play during the down. The 10-yard penalty for B96's holding foul is enforced from the end of A88's run, B's 49. There appears to be no rule based reason to enforce the penalty from the previous spot since a run, and related running play, did not end behind the neutral zone. If A88 recovered the ball while grounded on A's 36, the penalty would be enforced from the previous spot. A forward pass play starts at the snap. A scrimmage kick play starts at the snap. The start of the first running play is not defined. This ruling assumes that the first running play also starts at the snap and includes the recovery and advance by A88. NOTE: In all fairness, another possibility was brought to my attention. The interval from the beginning of the snap to when possession is gained may be considered a running play. Plus, the interval from the beginning of the snap to when the snapper releases the ball may or may not be considered a run. Using this interpretation, the penalty would be enforced from the previous spot. Rule 2-30-4 was changed significantly for the 2008 season and there are at least two other plays that require an official interpretation.
