2. RULING: Touchback. A 1/10 A20. Initial impetus is considered expended and the responsibility for the ball's progress is charged to a player if the ball comes to rest and he gives it new impetus by any contact with it. The ignoring of this type of touching only applies during scrimmage kicks that have crossed the neutral zone and free kicks. Although it perhaps seems unfair to charge B77 with new impetus, that is the rule.
3. RULING: B try A3. The second quarter is extended only for the try. The 15-yard penalty is enforced to start the second half. Team B will almost certainly elect to receive. It would be A f/k A15 to start the second half.
4. RULING: A 3/33 A35. Illegal substitution/delay of game. The referee may delegate a wing official to notify the head coach that the next attempt at a quick snap will result in a 15-yard penalty immediately. If Team B delays their substitution and the 25-second clock expires, the foul is on Team B. This would not result in a warning to Team B nor to Team A.
5. RULING: A 1/10 B15. The clock starts on the snap. The out of bounds precedes the touching so A88 did not commit an illegal touching foul. On a related play, A88 would have committed an illegal touching foul if he was airborne or inbounds when he touched the pass and the fouls would offset. A88 is neither inbounds nor out of bounds while airborne.
6. RULING: A 4/3 A45. The clock starts on the snap. Team A is the team last in possession and fouled before last gaining team possession. Therefore, the fouls are offsetting fouls and the down is replayed. If Team B and not Team A recovered B44's fumble, Team B could decline offsetting fouls and take the ball with the penalty optionally enforced for their foul.
7. RULING: A 3/6 B26. The clock starts on the ready. This play is similar to A.R. 7-3-2-VIII although this is an illegal shift and not an illegal formation. It would also be an illegal shift if two or more players were moving into position at the snap and all eleven Team A players were not set simultaneously for one second before the snap. If so, this would not be a false start (dead ball foul) nor an illegal formation. The clock was really stopped for the incomplete legal forward pass. In Play #7 on 2008 Preseason Exam #9, some officials interpreted A.R. 7-3-2-VIII to imply that "players were not properly set and were never set". If so, that would be the aforementioned illegal shift. An illegal formation is an illegal formation is an illegal formation and similarly for an illegal shift.
