3. RULING: A 4/16 A4. No Team A player who goes out of bounds during a scrimmage kick down may return inbounds during the down. (Exception: This does not apply to a Team A player who is blocked out of bounds and attempts to return inbounds immediately). The rule might be intended for the flyers on the ends. However, the rule does not appear to exempt the punter near the end line. Team B could take the ball on B's 43 after the 5-yard penalty from B's 38.
4. RULING: A 1/10 B39. The ball becomes dead when a simultaneous catch or recovery of a live ball occurs. The "flip" of the ball by airborne B96 is probably considered legal batting. 5. RULING: Touchback. Team B wins 28-27. The impetus is A82's fumble. There is no new impetus since the fumble did not touch the ground. There is no foul since the ball was batted backward by B93 while the ball was in the field of play.
6. RULING: A 1/10 B13. When defensive pass interference also involves a personal foul, the offending team may accept the penalty for either foul. Since defensive pass interference is a spot foul in this play, Team A will accept the penalty for the personal foul. The 15-yard penalty is enforced half the distance from the previous spot, B's 26.
7. RULING: A 4/goal B7. The clock starts on the snap. Team B will accept the penalty. Declination of the penalty would result in a touchdown for Team A regardless of the wording of Rule 8-2-1-b. There is no need to consult any captain. The clock was stopped for the apparent touchdown.
