PRESEASON QUIZ #12 ANSWERS: August 13, 2008


1. RULING: B 1/10 A40. Team A leads by seven points. Team A accepted the point so the 15-yard penalty will be enforced for Team B's series. Team A may accept the score with penalties for personal fouls enforced on the succeeding kickoff or from the succeeding spot in extra periods. Team A could have accepted the half the distance penalty on a retry and attempt a two point conversion.


2. RULING: B 1/10 A25. Team A leads by three points. Disqualify B56. Team A takes the three points by declining the penalty. Team B fouls during an accepted successful field goal are declined by rule, even if flagrant, although the player who fouled would be disqualified. Team A may wipe out the three points and accept the 15-yard penalty, half-the-distance, from the previous spot with an automatic first down. Postscrimmage kick enforcement does not apply in extra periods.


3. RULING: A 1/10 B12. The block by A18 is legal since A18 is a back and was not positioned outside the offensive tackles at the snap. B96 may pull an opponent out of the way to get to the runner but may not pull an opponent out of the way to get to a loose ball. There are no fouls on the play.


4. RULING: A 4/10 A40. Legal block. Because A84 lost his eligibility by voluntarily stepping out of bounds, B44's block was legal. A84 commits an illegal touching foul, loss of down at the previous spot, that could offset a live ball foul by Team B. If A84 was blocked out of bounds, A84 would have remained an eligible receiver and the block by B44 would have been an illegal block below the waist. A block below the waist from behind is considered clipping.


5. RULING: A 4/5 A35. Postscrimmage kick enforcement does not apply. Team A has legal possession of the ball when the down ends. The ball was touched by Team B after the ball crossed the neutral zone. The 10-yard penalty is enforced from the previous spot, A's 25. If Team A declines the penalty expecting to take the ball on B's 36, Team B will elect to take the ball at the spot of the illegal touching, B's 39.


6. RULING: A 1/10 B36. The push in the back by B82 is a foul. The touching by A85 is ignored since the touching was the result of being blocked by an opponent. A88 legally recovered the ball on B's 36. Team A will decline the penalty.


7. RULING: B 1/goal A6. The loose ball remains a backward pass. The advance by B86 is legal. A defensive player may use his hands or arms to push an opponent in the back to catch or recover a loose ball. A defensive player may not block (e.g. shoulder) an opponent in the back to catch or recover a loose ball. A defensive player may not use his hands to pull an opponent to reach a loose ball.
