2. RULING: B 1/10 B47. Team B is likely to accept the penalty from the spot where the subsequent dead ball belongs to Team B. The only Team A live ball foul that is exempted from this enforcement is the interference with opportunity foul. Field goal plays are not included with this enforcement. Team B could request that the penalty be enforced from the previous spot. It
would be A 4/25 A25. COMMENT: A.R. 9-1-5-II in the 2008 rule book is identical to the 2007 version of A.R. 9-1-4-II and was definitely not updated. There were many changes in the 2008 rule book so cut the rules editor some slack.
3 RULING: Safety. The game ends. The final score is A29-B28. Team B provided the impetus for the ball being in B's end zone. When the ball entered the field of play after the interception, the momentum exception became null and void. The Loophole Conspiracy Theorists may argue that the ball was indeed
"declared dead in his team's posseession" and therefore the momentum exception should apply (8-5-1 Exception 1). It is highly unlikely that this was the spirit and intent of the rule.
4. RULING: Touchdown. The final score is A28-B24.. There will be no try. The ball was touched by a Team B player after the kick crossed the neutral zone. The status of the ball remained a punt after the batting by B94. Since B94 touched (batted) the kick after it crossed the neutral zone, the ball remained a live ball when it hit the ground in Team B's end zone. Although B94's bat was legal and B94's bat imparted new impetus, these facts are not relevant in this play. It would still be a touchdown if B94 simply muffed the ball.
5. RULING: A 4/2 B42. The play clock starts at 40 seconds by rule when the official signals that the ball is dead. The game clock starts when the referee winds the clock, usually as soon as the down marker is set. Under normal circumstances, the play clock will be somewhere near 28 seconds when the referee starts the clock. If A33 was downed inbounds on B's 42, the 40-second clock does not start (3-2-2-f).
6. RULING: A 1/goal B3. The clock starts on the snap. The 15-yard penalty is enforced half the distance from the end of A84's run, B's 6, since there was no change of team possession during the down. The clock starts on the snap since the result of the play is a touchback.
7. RULING: A 1/10 B12. The 10-yard penalty is enforced from the previous spot, B's 22. Postscrimmage kick enforcement does not apply in extra periods. Team A must decline the penalty if they want the three points (Team B would next put the ball in play on the 25 for their series).
